I think the spray is made of the same material that is painted onto the letter and numbers of the plate that makes them stand out when a photo is taken. But a advantage of the spray is its clear and you basically cant get caught unless you walk up to a cop and tell them.

The spray is bogus. They tested it on one show, maybe mythbusters, and the plates showed up on film just fine.
