Must still be under warranty, right? Get it fixed ASAP! Mine get hot....real hot. After a while I have to turn them off because its too hot and I start to sweat........ But that might be just my sensitive behind.
They do take a couple minutes to warm up, especially on very cold mornings.....but not 10 to 15 minutes. Thats not right....and don't let them tell you otherwise.

Yes check the fuse before you goto dealer. I remember same thing happening on my CLk320 but it was for the windows. Car has a left and a right fuse of different electronic stuff.
Also my heated seats can very warm, much sooner than 15 mins.

Hmmmm
I never have looked for the fuse box before. Do you have the owners manual? It must be in there somewhere. Good luck..... but if you are bringing it in, then why bother to look for the fuses. just let the dealership worry about it.
