For the windshield, Griot's Garage offers a chip fix kit for a DIY solution. As for the lights, chips in the plastic have to be treated differently. About the only way that I know of to minimize them is wet sanding followed up by a quality polish to remove as many scratches and swirls as possible. I assume "over the hood" means paint chips. This would require yet another fix. Dr. Color Chip is one way. Finding a good honest detail professional in your area is another. Good luck.
