Check out these export figures. Diesel sells for less than $2 a US gallon down there. If market forces were really at work, why don't the US refiners sell it ino the US market? If I was an American, I'd want to know...

Mexico does not have the same tax, emissions and regulation laws.
Its cheap because its junk compared to our fuel. |

Funny, you guys seem to be refining it for them. Just to be clear, that chart is a total of finished distilate products to Mexico from US refiners. I wonder where the distilates go in months they are not exported to Mexico? Have a look down the street at your local filling station.
