P.S. I'm confident the info that I provided was correct because as you can see in the bold he connected to the Irvine California server (ISP server is in Irvine)

Investigation done.

The investigation is never done until his phone rings and you introduce yourself.

So, what is the next step? Email the abuse report emails?

I e-mailed the ISP's with some information the first time this happened. And as usual, I never got a reply.

We did. He just comes back in under a different IP. He could proxy in from all over the place just about forever.

My suggestion to block all US-based addresses did not go over well.
